In 1901 a federal system of government was set up using the Australian Constitution. This system distributed powers between a national government (which is Commonwealth) and the six state governments (three are Territories that self-govern - the Australian Capital Territory, the Northern Territory, and Norfolk Island). The Constitution defines (but can be ammended) the boundaries of law-making powers between the Commonwealth and the States and Territories.
